History
The subsistence Homestead Division of the Interior Department, a program of the New Deal, developed Houston Gardens for the purpose of giving poor and landless people the opportunity to become homeowners. Houston Gardens was the only such community developed in Greater Houston. The City of Houston annexed it in the 1940s.

ARTICLE 1 - NAME

SECTION 1- The name of the corporation is Houston Gardens Civic Association, Inc., hereinafter referred to as the “Association.” The name of this organization shall be the Houston Gardens Civic Association, Inc.

ARTICLE 2 - OFFICE
​
SECTION 1. The principal office of the Association shall be in Houston, Harris County, Texas in the area bounded as follows. The Association's principal office shall be at 6817 Homestead, Houston, Texas 77028. The Executive Committee may designate another location at its discretion.

SECTION 2. The Association’s principal office shall be the residence of the Association's President. The Executive Committee may designate another location at its discretion.

ARTICLE 3 - BOUNDARIES
​
The boundaries of the Association are: Beginning at the 6300 Block of Kirkpatrick along Kirkpatrick to Ley Rd; West on Ley Rd to Shreveport; South on Shreveport to Bennington; East on Bennington to Homestead; East on Miley to the 6800 block of Kirkpatrick. (“Hereinafter referred to as Association Boundaries”).

ARTICLE 4 - OBJECTIVES / PURPOSE

SECTION 1. The Association shall be organized exclusively for charitable, educational, religious and scientific purposes including such purposes to enhance the livability of our neighborhood by working to create a beautiful, safe, and healthy environment.

SECTION 2. The purpose of the Association is to provide an organized framework to promote, preserve, and enhance the quality of life and values in the neighborhood by: · extending opportunities to residents, landowners, entrepreneurs, and other interested parties through education about neighborhood and community affairs and local topics of immediate interest, · elevating and promoting the image of the neighborhood, · creating a safe living environment 24 hours a day, encouraging the neighborhood to become involved in community affairs conducting social activities that create a greater sense of neighborhood pride, · enhancing property values, · promoting a sense of pride and identity among the residents, · establishing a direct line of communication with members of the City of Houston and other agencies, · advising on available funding, loans, and programs designated for the betterment and improvement of older neighborhoods, · establish relationships with other neighborhood associations and coalitions, · familiarizing residents, landowners and interested parties about the Association and its purposes, and · providing a forum for the airing of grievances.

ARTICLE 5 - LEGAL STATUS/POLICIES

SECTION 1. The Association does not have nor shall exercise any authority either expressly, by interpretation, or by operation of law, nor shall it directly or indirectly engage in any activity that would prevent qualifying as a corporation described in Section 501 of the Internal Revenue Code.
SECTION 2. The Association shall be a non-profit, non-partisan organization and shall not support candidates for public office. The Association may take positions on issues. All action appropriate to sustain an approved Neighborhood Association position must be authorized by the Board of Directors before the President or the President's representative may so act.

SECTION 3. The association shall never be operated for the primary purpose of profit and no part of its net earning or membership fees shall be used to the benefit of private individuals. The Association shall be a non-partisan, non-profit organization and shall not support candidates for public office. The Association may take positions on neighborhood issues by majority vote. All approved actions to support a position will be carried out by the Board of Directors.
