Summary of February 02, 2021 Minutes - DeAnna Sloan
Ms. Kathy Gunter calls for approval of the minutes. The minutes for February 02, 2021, were approved by all present.
Winter Freeze – Kathy Gunter – shared that many of our neighbors may still be without water due to the freeze and she will have water that has been donated to the HGCA for distribution; provide her with who it would help.
Invitation to Elected Officials
City of Houston Partners - Solid Waste – Interim Director Carolyn Wright – addressed Recycling bin contamination; the current rate of contaminants is at 35%, the goal is to be at 25%; Northeast Houston has the highest rate of contamination Ms. Wright requested HGCA share COH Recycle information on social media.
March is tree waste month; call 311 to pick up storm debris, insure your 311 request states storm debris; hold junk waste until April 7, 2021.
Ms. Gunter shared chronic dumpsite at the corner of Teasdale and Woodwick; lots of debris, Ms. Wright will send info to Hot Team.
Union Pacific reviewed Shreveport: UP agreed to remove the vegetation from Crosstimbers to Demark if we coordinate with the COH to haul away the debris; scheduled for March 20.
Desmime Allen (COH Solid Waste) - supplied an update on issues from February 2nd meeting.
Homeowner at 6907 Banyan who puts his trash in the park, was not aware that this is not good, going forward, his trash for pickup will be in front of his residence; Mr. Allen informed the owner if there is a repeat, he will escalate to the Dept of Neighborhood.
7714 Banyan was reported to the Dept of Neighborhood yellow placard posted and letter sent to property owner.
5500 Shreveport large barrels wrapped with yellow caution tape may have been filled with some type of containment was reported to the law enforcement environmental team; Kathy said that the barrels had been removed.
Illegally dumped tires, Mr. Allen will coordinate pickup; Ms. Harris noted Carey and Hoffman as a hotspot for illegal dumping, she is requesting cameras.
Kelli Bradford – COH Community Liaison – shared the following.

Ms. Gunter noted ongoing problem with 311 flow of issues and the lack of problems being worked on in zip codes, 77016, 77028, 77078 and part of 77020. She/HGCA has requested the Mayor investigate this issue.
Mr. Rashard Cave – Dept. of Neighborhood – Mr. Cave said the 311 group responds to issues by routing problems to the Dept. of Neighborhood to be acted on; 311 does not investigate. Mr. Cave suggested that open issues be sent to him for review.
The Dept. of Neighborhood will be hosting a ‘Month of Services’ over ZOOM citywide. There will be sessions in Property Tax Valuation, Home Buying Classes, Creating your Own Estate Plan; March 24 at 10 a.m.
Harris County Precinct 1 Constable's Office - Lt. Scales - reported prior defined dump sites have stayed clean to include Kirkpatrick; next targeted areas are Shreveport, Carey and Hoffman, Teasdale and Woodwick. He is contact and working with Union Pacific in targeting/capturing illegal dumpers.
Ms. Gunter requested Constable Alan Rosen signs be posted on main thoroughfares and parks in our area to make our neighbors aware of the Constable in the area, Lt. Scales will coordinate this effort.
Open Concerns - Ms. Sherrell Andres’s concerns are with the increase in 18-Wheeler truck traffic on her street (Banyan), which was not designed for that kind of traffic load; the street is being used as a shortcut to the rail yard. Ms. Gunter will work with the Union Pacific representative and the Northeast HPD.
Ms. Kelli Bradford will supply a name of the inspector for this area.
